Power injection in forced-dissipative hydrodynamic systems

The most basic characterization of large, forced-dissipative systems is the rate at which mechanical energy is supplied by an external agency (power). I will review the background of "power problem", emphasizing that in fluid mechanics the driving agency does not usually work at a controlled rate. I will discuss two examples, namely two-dimensional turbulence and planetary-scale ocean circulation, in which determination of the average power is a central problem with surprising implications.
